About Carmelo Giglio, PE, SI

With over 26 years of experience in structural engineering, concrete restoration, and
inspection services, Carmelo Giglio is the founder and principal of Unified Professional
Engineering (UPE) and the visionary behind Blackrock Construction & Development, LLC.
His journey blends a hands-on foundation in construction with deep technical expertise in
structural design, positioning him as a trusted leader in Florida’s built environment and
now an emerging force in real estate development.

From the Ground Up: A Construction Apprenticeship
Mr. Giglio’s professional journey began long before college—on active construction sites
under the guidance of his father. With over 5,000 hours of hands-on labor in residential
construction, he developed a rare, real-world understanding of how structures go together.
His practical foundation consistently sets him apart in both engineering and development.

Academic Path & Engineering Apprenticeship
After earning his Civil Engineering degree from the University of Florida in 1999, Mr. Giglio
quickly gained experience in structural design, inspection, and concrete restoration. By
2006, he became a licensed Professional Engineer and founded what would become Unified
Professional Engineering (UPE). He also holds a General Contractor’s license, enhancing his
multidisciplinary approach.
In 2004, Mr. Giglio obtained his real estate license, further expanding his capacity to operate
across the full spectrum of the built environment—from acquisition and entitlement to
design, construction, and disposition.
It has always been Mr. Giglio’s life goal to combine all of his knowledge, licenses, and hands-
on experience into a unified vision of real estate development. That long-held ambition is
now fully realized through Blackrock Construction & Development, where his passion,
preparation, and professional depth converge to create lasting value.

Building the Bridge to Development
Over the past two decades, Mr. Giglio has accumulated over 27,000 hours each in structural
design and concrete repair. His detailed knowledge of buildings—from the foundation to
the roof—gives him a unique lens on what makes a project not only feasible but enduringly

successful. This technical immersion, combined with leadership of complex, multimillion-
dollar projects, naturally evolved into a vision for real estate development.
Mr. Giglio’s transition from structural engineer to real estate developer is a story of
intentional growth. Rather than entering development from a financial background, he
brings a builder’s mindset—grounded in practicality, precision, and risk mitigation. His
deep expertise ensures that his developments are structurally sound, code-compliant, and
cost-efficient from day one. Unlike many developers who outsource technical evaluation,
Mr. Giglio brings that intelligence in-house, providing a major edge in feasibility, design
optimization, and value engineering.
His approach to development is holistic, combining engineering integrity, on-site
experience, financial prudence, and a relentless commitment to quality. This rare blend of
skills de-risks every phase of a project—from entitlement through stabilization.

Why Investors Back Carmelo Giglio
Investors in Mr. Giglio’s projects don’t just gain access to compelling real estate—they
partner with a seasoned engineer who has spent his life solving complex structural
problems and delivering results. His track record of leading design and repair on hundreds
of structures across residential, commercial, and industrial markets offers a rock-solid
foundation for building visionary, high-performing developments.
Simply put, Mr. Giglio knows how to build. And because he understands cost,
constructability, and long-term durability better than most, his projects consistently
outperform. His developments are designed to last, deliver above-market returns, and
provide investors with the confidence that every dollar is backed by discipline, rigor, and a
legacy of technical excellence.
In an industry where financial modeling alone often drives decision-making, Mr. Giglio
brings something more—an insider’s mastery of how buildings actually work. It’s this
difference that sets his developments apart and makes him an exceptional steward of
investor capital.
